Priorities for the next government

We have set out the priorities for the next government in innovation, science and technology. The CBI policy brief emphasises that investment in R&D and innovation will be essential to drive the UK's economic recovery and underpin future growth in productivity and competitiveness. It points out that competition between countries to attract and retain R&D activities is intense, and calls for leadership, vision and ambition from government, involving:
  • a consistent and holistic approach to R&D and demonstration of innovation, both in services and in high-value manufacturing
  • making public procurement a driver, not a blocker, of innovation
  • building skills and capabilities, particularly in science, technology, engineering and mathematics (STEM) subjects
  • strengthening support for the infrastructure which underpins the innovation ecosystem

    Research Excellence Framework

We responded to the consultation by the Higher Education Funding Council for England (HEFCE) on the Research Excellence Framework (REF).

The REF will replace the system of Research Assessment Exercises (RAEs) as the main basis for allocating research funds to universities in most of the UK.

The CBI Higher Education Task Force report, Stronger Together, urged that the REF should be designed so that academics who want to work with business are not dissuaded by fear that this may be at the expense of other activities.

Our response to the consultation makes clear that research which is driven purely by curiosity is of great importance and highly valued by many business sectors. But to achieve its objectives the REF must help researchers to regard excellence in impact as an appropriate goal.
